My understanding is there's just not enough being exposed in journal entries for colonization systems right now, so it's doubtful there are going to be completely accurate and player-specific tools to track these things until that happens. As Willyum-71 said, there are documents some players have put together that help immensely, but some values are going to be a little off for a number of reasons that aren't entirely clear yet as we don't have full exposure of all the ways the system works. It makes sense to me why, because if all events related to colonization were exposed for third party tools the way the system works can be quickly mined and 'optimal' builds worked out. Maybe one day, once the fun of figuring stuff out has mostly worn off from the community.
I just use my own spreadsheet. Place a construction, get the required materials from the system map, plug the numbers in, source materials in Inara and do some mental calculations as to the best route. I mostly use my FC to just be stocked full of Steel, Aluminum and Titanium and go hunting for the rest. I will consult the shared doc by DaftMav for the system planner, just to get a sense of what tech/security/development levels I need, but I only go by numbers on planned constructions only.
