I think it would be good to be able to change your Primary port from one type to another, especially if it hasn't been finished yet.
I unwisely didn't pick a outpost for my primary port (yes my fault...)
There doesn't appear to be a way to change the Primary port after you pick so if you realize you don't have time to build a star port (Like I did...) you're kind of stuck...
I think I read somewhere that it in a few days I could claim it again so I released the claim hoping I could claim it again and build a outpost but so far I can't
Anyway I think being able to change your Primary Port Construction or possibly any construction before it's finished would be a good idea
