Colony Ships in Non-Colony Systems

I keep running into Colony Ships just chilling in non-colonizable systems within the Bubble. Are they just another Megaship that's sometimes just there in established systems and I missed it in the patch notes?

Seen them as well, hiding there just waiting for.....something.....don't know!

Someone said that these are the ones that have completed the first station in a colony and have returned to the system where the license was issued.

In which case complaints about FC cluttering systems are going to seem like nothing.
