I'm fighting a war against a faction who control all the orbital stations and large surface ports in the system. Since handing in the combat bonds at my faction's Odyessy settlement is not possible in the war, does handing in the combat bonds to a third faction's Odyessy settlement count even though there's no presence from my faction there?
