Combat missions keep getting changed

I'm sure this is an intended feature of the game, but I'm getting a bit irritated by it.

I take on a combat mission to kill x pirates. I get into 4 or 5 kills, with a couple left. I go to a USS and suddenly an NPC says some waffle, and changes my mission to kill federation security services. I don't want to kill them, because of the reputation loss. I don't see a way of saying "No thanks" or otherwise not accepting the changes. If I show my missions, it's now the new mission I didn't accept. I have no doubt it's possible to decline, I'm just not sure how.
 
The "new" mission is only an alternate mission. It doesn't (shouldn't) replace the original one. So, just keep shooting pirates, then come back to the initial station to complete the original mission.

The mission description should have two different objectives when you receive the alternative mission. Just pick the one you want.

Sometimes, however, it's bugged, and you can't complete any (or you can only complete the latest one).
 
I think in the instances I've seen it's overwriting the original mission. Thanks for clarifying the intended behaviour, I'll take a few more and take some screenshots, and ticket if necessary. Not that I'm ruling out my ability to be a complete tool and be blind. Thanks
 
For me, it lists it below the new offer.

now, a weird bug that i didn't catch until later, and such haven't ticketed it, was that i failed a kill pirates mission, by killing a pirate. I got the usual counter offer, ignored it, killed a pirate, checked transaction tabs to see where the bounties were worth. lo and behold, the mision to kill the pirates had gone the red of failed contract.
 
Yeah just continue on, when you look at the revised mission text you can still see your "target" count going up on kills.

Also I believe that when the NPC gives you a new mission, if you don't look at the transaction panel before jumping out the text won't change, so you could say not looking when they ask you to is an implicit not acceptance.
