Combat Missions

I found it odd when in a federal system that you can pick up combat missions that require you to go kill federal ships? :S:S:S

They want you to go kill their own ships? E.g. at Dahan requires you to kill 3 or 5 federal ships. Isn't Dahan a federal system?

Just thought it was a bit odd, that's all.
