I dont know how near it is, but check out CD-51 102. Good supply there.

I've bought combat stabilisers from CD-51 102 twice now. But my attempts to find them elsewhere (closer to Federation space) have been futile. According to the galaxy map, stations in Wolf 562, Ross 145, and Zeaex all export them, but when I visited these stations they were not listed under commodities at all. Annoying.

Combat stabilizers are available in the Herthans system, IIRC Henry Visions stattion.

Herthans seems to be dry but can confirm cd-51 102 has them plus battle weapons and reactive armour
