Combat Stabilizers, where can I buy?

If your willing to travel to Empire, there is a great supply of those in CD-51 102.
I am growing increasingly frustrated with just this bit.
First, you get the missions on planets where the bloody things are illegal. (Personal Weapons, Combat stabilizers, etc.). Why would the navy do that? Hoping for some gunnery practice?
Secondly, when trying to find them, you can sometimes check the 'imported from' field on other weapons to find sites that manufacture weapons in general. However, on closer inspection, the weapons are illegal and can't be bought on the planet they say they're importing from! (This goes for all starbases there). When the game gives you as little information as it does, and then that is also misinformation, it goes from challenging to increasingly frustrating.
Example: On Canani - perfect for doing these missions, I thought. Factory station so you won't be tagged (often) by pilots, it manufactures battle weapons, and no weapons are illegal there. Jay. It says it imports Personal Weapons from Nakawates. However, the overview on nakawates says they are illegal on all stations.
Also, in many station info screens, the 'prohibited' list has double or triple entries a lot.
This bit could stand a bit of fixing, I think. Right now it's like finding a needle in a haystack, except someone hid the needle and put it in another stack without telling anyone.

The planet wasn't Nakawates, but Narakwates.
If you set up the galaxy map to show only combat stabilizer routes you can find it, and it might be illegal, but that happens for all "bring us X" missions. Think of it as them paying you to sneak in some extra stuff they need, that they can't admit to needing.
I went to Berthans to get some. Turned out they didn't have any.

Oooh, thanks! I just got my rank mission for Imperial to get Combat Stabilizers. There are 691,880 of them in this system

Combat stabilisers are extremely difficult to get. I know for a fact CD-51 102 sells them as that's where I found them.
If you're nowhere near there then as far as I know they are only found in Dictatorship systems aligned to the Empire, but not all of them. So filter your Galaxy map for those. Pain of a mission.
