On the clock for this, got my naval ascension mission and they want four of them. what's the bets way to find them?
(also, do black markets sell commodities too?)

I've literally been to over 100 High Tech systems with at least half being Independent/Dictatorship and have yet to see these. I can find the Personal Weapons easy but these are nearly impossible to find. Most of all if you live in Sol and operate out of there, they are illegal in almost every system 100+ LY out. I honestly believe this has to be a troll mission because there is just no real way to find them.

Both CD-51 102 and Heathans show exporting Combat Stabilizers, but both have low demand and you can't purchase them there. I'm starting to get tired of missions that seem easy/moderate to complete when you look at the trade flow, but are instead nearly impossible. I imagine I'll never be able to advance in Empire now that I've failed this mission?
