Are combat vouchers in CZ Still a thing or have they gone? Been on the winning team of a few CZs now and no vouchers are forthcoming. I've gotten significant rep increases but no cash rewards. Is it because the factions involved are minor factions or what?

I'm not fighting for the money, only to grind rank and get my experience up but it would be nice to get somthing

You should get some for ship kills. They have their own contact where you cash them in, not the Authority contact.

You still have to pick a side BEFORE you open fire...
Combat bonds will then be issued by the commander at the battle for your side when a ship is killed... which you then hand in at the merc contact in the contact board....
Firing first does not work and you will not get the combat bonds..
You must take a contract from the contracts offered at the ~5KM mark when you enter the zone...
The contract is offered in the top left comms panel...

Aaaa didn't do that! I just went for the side I thought deserved the help and went blasting

Are you not choosing a side from the comms menu after entering the CZ? It shows up there after you approach the battle after dropping in as a tab in the comms panel.
