Combined small modules in larger ship space

Why can't we combine, as an example, 2 size 1 modules into a single size 3 slot?
I really hate using up several size 2, 3, or 4 slots for individual size 1 modules.

I'm looking at you scanners, docking computers, size 1 collector limpet controllers, size 1 prospector limpet controllers.

It would work something like this.
In a size 3 slot you buy a multi unit rack. Then you buy the 2 size 1 modules you want under that. Kind of like the way planetary hangers work.

Come on FDev we could totally do this and it makes sense.

Absolutely! For the shake of "balancing" (I hate this word!) there's already the power consumption. So, if you want - for example - collector, hatch and prospect limpets controller, along with scanners, you must also have a tremendous power plant.
