I need an idea where to deliver commercial documents. Seems it is a part of the powerplay. Can someone help?

Go to the galaxy map then go to the 4th tab for the filters then select the powerplay and then go to whoever you are pledged to if its not already on it, then view the control systems. The ones with the shield above them are where you want to deliver them to. Just drop them off at any power contact in the system that had the shield above it.

If you aren't pledged to anyone.... it's dump cargo.
