I like that. Even small scale towing or refueling operations could be a great addition to the mission options. Maybe a cargo ship has run out of fuel in a local system and you have to get there and refuel it. Or there's a damaged ship in the system sending a request for a tow back to a station for repairs. Piracy-minded players could prey on them... bounty hunters could defend them... others could just try to get them out of danger before the vultures arrive and collect a paycheck.
I like where this statement was heading. Maybe system level events that everyone in the system gets. A large vessel that was being towed through the system is stuck as the tow ship was attacked, broke down, ran out of fuel, etc. They send a distress out to everyone who doesn't have a bounty assigned to them. They must be defended and ships must perform tasks at a scale that one ship could not do: deliver 10,000 tons of fuel so they can continue on their way, provide a special fuel required to power their massive Frame Shift Drive used to carry the massive ship into Hyperspece, defend the ship for 24 hours while they repair, etc.
To provide incentive to attack though something would have to be awarded for attacking. Opposition pays for those who attack it and destroy a certain amount of components(shield generators, fuel tanks, thruster modules, etc. Even something like reputation for whatever faction created the mess.
Might be something to separate from simply war zones to put down a rebellion.
