Common NPC not flying FDL or Vulture?

Hi,

has anyone seen a regular NPC in SC, a station or nav beacon that is flying a FDL or Vulture? I haven't... but every other ship pre 1.2. Is it too expensive for them or with them being "new" ships the amount is gradually increased to look more real... or was is forgotten? ;-)

The only place I saw them was in an anarchy system (in Beta) in a SSS instance FDL's and Vultures having a right rumble enter solo if you dare ;)

I was out exploring and I stopped at a strong signal, I dropped out of supercruise and there was like 8 ships duking it out, like 5 fer de lances and 3 vultures. I was like so I bailed, and then I went to another anarchy system out past Parezmia and I saw it again. I was like, wow this is pretty chill.

Not talking about USS or SSS here. I know that they can contain FDL and Vulture. I mean regular NPC flying around in SC or normal space at nav beacons or stations.
