Newcomer / Intro Comms chat - how do I send to system channel when it's set to main?

So a clarification on my question: I know I can set all the channels to "tabbed" and then select the tab corresponding to the channel I want to communicate with.

What I'd like to know is how to send a system message when that channel is set to main? I only seem to have the option to send to "LOCAL".
