Community goal at Banki/Khasiri - where and what are non-combat roles?

Went to Khasiri, signed up, and there are no non-combat roles for conscientious objectors as advertised.

What am I missing?

Did that, for the warring fraction (asked for liquor - fitting for soldiers) but nothing happened, I'm on zero.
