yea, because you guys tried to re-engineer a pre-engineered module and you ruined it in the process by turning it from a double-engineered module into a normal engineered module.
Luckily they made it impossible to ruin the new ones, in the process confusing some people that insisted to ruin their CG rewards...

No, go to outfitting, stored modules and have them transfered to your current location.
As already said, according to the write up, if you "engineer" them the normal engineer mod will replace the special on, you can only "add" experimental effects.

Usually in my country people get payed around 15th of the month for what they worked in the previous month.
That is for contract labor. For freelancing and special project it may take even more, depending of the specifics of their freelancing contracts
However, working for tips means you get payed every evening
