As they stand, the community goals favour pilots of large ships, as they will be able to scale the distribution of contributors fastest.
Paradoxically, the pilots of Lakon Type 9 Heavies have least to gain, because they can earn the direct financial rewards in one trade run or less. Once the novelty wears off, unless the extra benefits (discount etc) are compelling, there is little material reason to participate.
My suggestion is to make the reward structure somewhat like a Kickstarter campaign's rewards.
There would be several 'tiers' of reward tied to a particular contribution (in tonnes of cargo or whatever other unit the Community Goal runs in)
Pilots would effectively bid on being able to fulfill a contribution of a certain number of units. For this a bonus proportional to the size of the tier would be paid.

Foo Orbital is building a new Shopping Mall
For this it requires at least 1000T of Consumer Goods.
This is split into
tier A: 100T - bonus 1000 Cr + 5% off Tea for 1 week + all discounts below
tier B: 10T - bonus 100 Cr + 3% off Fish for 1 week + all discounts below
tier C: 5T - bonus 50Cr + 2% off Grain for 1 week
The numbers in this example are artificially low for clarity.
The number of bids in any given tier may be limited, to encourage quick participation, but when a tier is completely allocated, a new tier of the same amount with a slightly lower benefit is created.
Eg 50 x C, 25 x B, 5 x A - and when the 5 x A are all gone, a new tier A allocation with the extra of 4% off Animal meat might be generated to get over the minimum 1000T overall goal.
The aim of the limits is to encourage a 'get it before it's gone mentality' so pilots rush to join in, knowing that the earlier they participate, the more benefits they will reap from not yet announced sweeteners as part of 'stretch goals'.
