So i am thinking about trying to get into the community goals but know absolutely nothing other than what i read in the thread. Commanders will you give me and any other noobs your two cents on this?

In short there are a few types of CG, trading, combat, exploration etc
You sign up at the station in the Galnet message or on the thread in question and do the activity. Bounty/combat vouchers, exploration data etc must be done at that station for it to count but you can sign up and hand in any data you already gathered before the CG started.
For this next bit I have underlined rank and bolded tier since they are different and many people get confused:
You will be assigned a ranking depending on your progress compared with other CMDR's (top 5%, top 15%, top 50% etc). The more you contribute the better rewards are.
The global progress is shown in tiers and can be seen opening the mission in the left hand panel. The number of tiers vary from CG to CG, rewards increase for all ranks.
If the top tier is reached (the bar is filled) then the goal will end early, regardless of any time left on the mission timer.

Thank you very much i appreciate your response. now does exploration data include any stellar cartography i pick up with my d-scanner?
Yes.
Now the thing is, it's purely on number of reports rather than what they contain.
Jump into a system, don't fire the scanner and just wait until the primary star appears (One astronomical object discovered) becomes one report.
Jump into another system and now fire the scanner picking up all the planets - worth just one report.
Jump to another, fire the scanner, now go detail scan everything - again, just one report despite probably spending half an hour doing it.
Maybe i'm doin it wrong but i sold 30k worth of data and still have apparently submitted 0 reports =(

You have to go to the station and sign up for the CG and then you can only sell your data at that station

It will help your rep with the minor faction that controls that station.
Turning in data/bonds/etc... will affect your standing with minor factions in that system/station. Participating in CG won't directly affect your reputation, but indirectly, just as you would do the same task at certain station even if there would be no CG (omg, not gonna re-read that sentence.. is it at least a bit clear? )
