Don't quite have enough rank to purchase a cutter yet, but I sincerely doubt I'll reach the rank of competent before doing so. That being said, I was recently told by a self-confessed ganker in another thread that I should stop telling other players how unskilled gankers are, just because I obviously know how to protect myself. Which I found amusing, because I don't consider myself very good at PvP.
Combat rank isn't a measure of relative skill. It's just a measure of how many (AI) ships you've killed.
