This is a complete guide to gaming the scenery rating system at minimum cost (money or performance-wise). If you don't like doing this, please leave, it isn't for you, you probably don't want to see it anyway, once you know how it's done you may have troubles going back.

With this knowledge it makes it much easier to please customers, here I have my challenge park on hardest difficulty running just fine. All my rides have max scenery rating at very minimum cost.

Anyway, Very High scenery should be 1000%+ I believe.
Also, some of the most efficient scenery objects:
spaceship engine (any): 5% scenery from one static object, which is very performance-efficient
ambient speaker: ~7.5% scenery from one static object with $0.5 per month maintenance fees. Even more performance efficient but costs you maintenance.
Spoked wooden wheel (the first one): 2% most efficient scenery per dollar. But the geometry is rather complex so probably not super performance optimal.
Fibreglass roof tile: this is probably a bug, it gives you 1% scenery but costs nothing, and can be stacked inside of each other. So if you really want to go balls to the wall, you can use this to get all the scenery you want for free.
* Queue scenery rating
Any scenery/building object add a fixed amount of rating points when it is within a certain radius of the queue path. Notice every point on the path is sampled, so a long path may have places where not both ends of it can reach a specific object.
Most static objects are 1%
Small objects are 0.5%
Special effects are worth up to 8%
Animatronics are up to 8%
Speakers are also ~8%

*Track scenery rating
Unlike the queue path rating, this does not sample the entire track, it is simply the sum of everything within the radius of any portion of the track. So you can stack everything at one single location and it will get full benefit.
Track rating are as follows:
Very Low: 0-200%
Low: 200-400%
Average: 400-600%
High: 600-800%
Very High: 800%+ at least TWO triggered item
The trigger can be anywhere on the track, and the triggered items can be anywhere within track radius, they don't have to be close in any way

The sum of all objects in the park. Each park scenery rating is worth 50%, so a building that gives full queue scenery will raise your park rating by 2
