Horizons Compromised Beacon, NPC Behavior

In Ngauna, an uncontrolled system, I happened to drop by a compromised beacon and proceeded to scan for bounties. I was carrying no cargo. I engaged a wanted NPC and destroyed it, very soon afterward, every NPC opened fire on me. I had plenty of shields so no problem exiting. Returned to try to duplicate the occurrence, sure enough, same thing. All system factions, save one (no state), were in boom. I am not affiliated with any faction.

Is this common behavior at compromised beacons, uncontrolled systems or a combo of both?
 
You used the KWS? I guess the target was not wanted in that jurisdiction - only soeplace else - and shootingh it earned you a bounty.

No, I scanned, showed wanted, and I shot. I earned a bounty, I didn't incur one.

That is not usual behavior. I have been in compromised nav beacons (in the past) and been able to pick my targets at will, and while all the other naughty wanted ships scanned me, since I was clean, had no cargo (or engineer commodities!!) they simply left me alone. Only time I was attacked was if I went at a ship in a wing.

So, did you turn hostile to the faction of the ship you attacked? That could account for it. Or perhaps FD simply made it tougher for CMDRs by making those naughty wanted ships attack us for no reason? ;)
 
No PP, all outstanding bounties/fines have been paid, totally clean (interstellar factors you know, great added feature), not connected to ANY faction local or otherwise.

I didn't stick around to check everyone's credentials, but that every ship belonged to one faction is unlikely, what would be the odds on that? And it happened twice, very close together in time but after a jump into supercruise, the NPC's would have reset.

Maybe I'll go back and try to duplicate but check everyone out before I start shootin'.
