Concerns about Licensed Content and Blueprints inspired by IP

Maybe a different question, but similar topic. I see a lot of real life parks, attractions, characters etc. rebuilt or at least inspired or with similar real life name available as blueprints on the workshop. Is this a copyright issue or not?
Assume somebody rebuilds an attraction from a famous amusement park and uploads it to the ws?
 
First of all, the licensed props are so specific and inflexible that you are very limited to what you can do with it.

To be fair, this not really different for the generic content. (Most?) Items have not been designed with multi use in mind. PC is super inconsistent with the way scenery and building pieces are handled. I don't think the licensed packs are the source of the problem.

If they package content in DLC packs instead of "real" expansion they can make more money from the same amount of content. The smaller the DLC the better the value for Frontier. It doesn't matter if the stuff is licensed or not. It's simple psychology: It's easier to sell three DLC packs for 11.99,- than trying to sell same content in one pack for 35.97,-. People are more likely to pay for packs that "feel" cheaper. (Microtransactions also take advantage of this.)
