Lol this is awesome. I would have loved to know though if the gold fish actually learns how to control the movement and explores the apartment. It somehow reminds me of how an aquatic alien would get around on earth

I think what happens is the tank drives in the direction the fish swims. So all the fish has to do is swim in the direction it wants to go. Whether or not the fish understands the concept of controlling a vehicle is another question.

Well, seeing that he/she (the fish) in the video doesn't appear to crash, I would assume that he's controlling the car pretty good - unless it's judicious editing, not showing their crashes
