Engineers Ship Builds & Load Outs Concordant Sequence?

So I was looking around on Coriolis and messing around with some engineering options for my ships, as an option to take.

And I found out that all the laser weapons have an effect called "Concordant Sequence", which as I understand it make your say pulse lasers acting like a "heal" weapon for your wingman's shield.

My question do land on. If I need to shoot at my wingman as to help to "heal" his shield, wouldnt that put me on the target for the system police? I had flown in wings before and we did only accidentally bumping into each other while fighting a pirate. But Im abit unsure if it would be good to pick such effect. I rather not want to get a bounty while hunting for bounties XD

I hope someone might be able to tell abit more how that effect truely do
 
I'm not acquainted with the mechanics of the "healing lasers" and how system security NPCs react to it, but at a minimum you and all your teammates should turn "report crimes against me" off. If for nothing else, so they don't get bounties for accidental friendly fire. (It can be found in the ship's right panel.)

That setting is kind of useless anyway. It does not deter gankers (nor punishes them in any significant way), and it only harms friends who accidentally hit you. It's just better to keep it permanently turned off.
 
Never had any problems but as @DjVortex mentions that's with report crimes against me turned off
During titan bombing I found a turreted burst laser best (long range, small). Could then target 2 or even 3 of my team after each vent cycle. Small and burst as size does not affect regeneration effect. Long range as allows easier targeting of different wingmates who are unlikely to be too close to each other. Turreted as will only fire when a hit is certain. I had it in a fire group with thermal vent beam as easy to avoid wingmates with that and a tap of the trigger is minimal wasted beam energy
