I was looking at the contacts list when on the station concourse. It lists all the mission givers and the shop attendants, but it also lists some other NPCs. These are just wandering around the concourse, who appear otherwise indisnguishable from the other filler NPCs you can't do anything with. I could not interact with any of these contact list NPCs in any way. A couple of them showed up as pilots in their description, but weren't listed in the Crew Lounge.
