Im all for maximizing the internals of a ship. For smaller modules only, say size 3 bays etc. Why not allow a size 3 to be partitioned into 2 size 2's and a size 2 into 2 size 1's ? I understand that this needs to be restrictive as a size 8 bay could yield an undesirable 8 size 5's with hull and shield modules. But im talking the small end.

I think you should have done some research before posting Look up Split Modules. You will get the Pros and cons. The cons mainly are due to Stacking some of the Defense of the ships and making it tank.
