Modes Confirmed - All Modes are not Equal

Solo player who doesn't do powerplay... :)

Scenario 1. Players who gave up on powerplay / the game because they couldn't shoot other players come back, solo/ group players see the 'error of their ways' and flock to open. Open thrives, so does powerplay.

Scenario 2. Players who enjoy to powerplay in solo / group stop playing powerplay / the game. Powerplay is even less used and open is much the same.

Scenario 3. A balance of the above with some players coming back, and some stopping. Not much changes with regards to powerplay. The day that it becomes open only, the forum is flooded with threads about how groups blockaded systems / stations, destroyed a few of the enemy, but are furious because clearly some people that they didn't see (instancing, platforms, time zones..) obviously got through and they didn't 'win'.

And the game will still be the same, blind RNG, USS hunting, enemies announced as incoming just as you dock and factions sending you on missions and then putting a bounty on your head / ship when you complete it for them... :D
 
I think to compensate for Solo/PG losing access to Power Play they should now get an official Open PvE mode added to the game, selectable straight from the main menu. One of the main arguments against this has always been Power Play abuse, which now won’t be possible if Sandro implements his proposed changes!

Pad blocking will become a super-effective passive blockade tactic.

Apart from instancing issues(something you're more than happy cite as an issue with PvP), simply flying to another station, and the larger stations having 42 pads, yes.

In the time when open was super competitive, I only saw pad blocking work once, and that was at Quince.

Pad blocking was rather effective during the Hutton Mug CG.

.... and I'd expect that matchmaking in Open will be tweaked to favour PowerPlay pledged CMDRs - not much use to make a feature Open Only without facilitating player encounters for the participants....

You're not wrong, Quivira was exactly the same (got my Q systems mixed up), a system with one outpost could potentially be targeted in such a manner with potentially one medium ship and two smaller frames.

Aside from the rarity and other aforementioned counters to this, its therefore up to the players in a power to ensure that none of their powers control systems meet this criteria.
 
...but some modes are more unequal than others.
