Horizons Conflict glitch?

i don`t know if its a glitch or not but all conflict zones in the LP 5-88 system are filled with ships not attacking eachother just flying together in one big sheet, flying circles around the drop in point. is this a glitch or a cease fire or what? either way its creepy.

When that happens, leave the system and come back. It's possible that the war ended without anyone telling you, in that case the game loves to create very peaceful conflict zones.
