Conflict Influence with a secondary state active question

As i understand it when factions go pending a conflict their influence is frozen until its resolved.
I know that factions can have multiple states concurrently active but can/should a secondary state affect the frozen influence of a Conflict State.

The case in question is STKM 1-1341
System with a war in it and both factions started at 7.2%, however the faction currently leading the conflict their influence has dropped to 3.4%.
The only factor potentially causing the disparity between the 2 factions is the faction currently leading the war has also got a terrorist attack state.

Yes - the lock of influence in conflict stops changes from direct player action, but doesn't stop changes from (most) states which would do it.

Being able to see the changes within conflicts is pretty much how we know that the states do have an influence effect, since most of them are subtle enough to be washed out most of the time otherwise.
