Newcomer / Intro Conflict zone selection

lately when i come into conflict zones i cant seem to be able to choose a faction.
Went out and came in again and still unable.
Reset joystick to default and it worked one time then went back to being frozen and unable to select.

Is this a bug and or am i doing something different to what im supposed to to activate it.

I think that might be a bug. I've experienced similar but usually in conflict zones for a community goal where there is heavier network traffic.
