Has anyone found a workaround for missing NPCs when returning to CZs?

Does anyone know if FDev have even acknowledged that this is a real issue affecting BGS?

I'm not sure if this is a placebo or not, but I found that when entering a CZ at first, it's always empty. I go back to SC and get a little distance so it's no longer in the blue zone. Then I slow down and turn back around, set 75% throttle and go back in. I've found better than a 3-1 chance of having ships spawn then. If I just SC and immediately turn around, it's almost always empty again.

Relog when inside the conflict zone. Works most of the time for me.

This is obviously trickier if you're in a wing...
 
No guarantees of course but I've found that as long as I don't return to the same CZ within 25-30 minutes of my first arrival, then everything works fine. Timing could be less but I've not really tried to find the lower limit. Also, not being Winged with anyone appears to reduce the in-CZ bugs like the kill counters stalling, especially with multiple players in the same CZ but also when Winged with others who are elsewhere.

I have noticed though that when 2 or more non-Winged players, who can see each other in Supercruise, drop into the same CZ they often end up in individual instances of the battle.
 
What I am finding time after time after time is that jumping into a Low Intensity Conflict Zone is a waste of time, I have yet to have ANY enemies turn up. I have tried jumping into a system where we do not have a presence and get exactly the same result. I am reading here about possible ways to get around this issue but really?? If there is a bug, then surely it needs fixing? This whole conflict zone issue is a joke and I am someone that enjoys fighting on my own in these locations and I just wonder what effect it has especially when just five enemy ships turn up but that is another bug for possibly another thread.
 
Well, now CZ mechanics are different! You win a CZ and suddently enemy ships disappear. So... a part from various bugs, the fact that some CZ are empty, especially after you won.... could be a realistic, a deliberate thing! So it must take some time to have ships again in CZ!!! What do you think about?

Quite possible, who the hell knows? Maybe not even FD
We are still testing with ZIP idea what the outcomes are supposed to be.

Report everything, let God sort it out (until you lose the will to live, then just sit back and stew, getting angrier and angrier)

I think you might be stating the obvious.

When you win a CZ ships do not magically disappear or should I be saying 'IN my experience ships do not magically disappear'

The remaining enemy ships in my experience either remain, we kill them and they do not respawn, OR.... Enemy ships simply jump into hyperspace leaving behind multiple high wake scans that if we want to, we can scan, butno, they do not magically disappear.

In my experience if I remain in the conflict zone after having won the war, enemy ships MIGHT reappear BUT.... NO GREEN SLIDER BAR, so why fight the things. I confess that I have then jumped out having won that war and YES, it might take 20 or so minutes for the CZ to reset
 
We have found a "workaround" - once inside CZ, if no ships, log to menu and back - might get some warning about being moved (happens intermittently for me) - usually works, also just waiting a couple minutes can work too.

I have not seen a consistent workaround. The worst is when only enemies populate the zone while you're hanging out waiting for something to happen.
 
Not sure about the issues with CZ being initially empty (though I find a quick relog solves that), but during the beta I raised the issue of CZ not refilling after completion for 20+ minutes, and was told it was 'working as intended' ....
