Conflict zones with no conflict

I stopped at both a Low Intensity Conflict Zone and a High in the Ededleen system (Near Lave) only to be greeted by some large regatta going on.

There were about 20-30 ships all very nicely flying a largo loop, nobody shooting, weapons stowed, all very civilized. I could not select a faction from the menu.

What kind of conflict was this? Was it tea time? Is it a bug? What the what?

I saw this once right at the end of the civil war in ETA Draconis, after several days of heavy fighting, later that day the war ended and we'd won.
