Newcomer / Intro Confused about "aggro" in an anarchy system

Been playing a couple weeks now, and I enjoy grinding up cash doing bounty hunting. Up until now, I have been doing this at nav points in non-anarchy systems. So I decided to try out a kill warrant scanner in an anarchy system today and it works fine and all, until all of a sudden it seems like every ship in the area begins attacking me. These aren't ships in wings. I know enough to understand if I attack a 3 wing ship, I am getting some buddies to jump in. My issue is that I do not understand what I am doing to get all this aggression.

For example, today I warrant scanned a cobra who had a 30k bounty on him. He was not in a wing. I killed him and got the bounty. Next thing I know, I have 4 "system security ships" attacking me. What am I doing wrong? I didn't even realize anarchy systems had security in the first place, let alone know why they are mad about me taking out a wanted criminal. Any help would be appreciated since my bounty hunting isn't very profitable at nav points in safe systems.
 
You've probably of an entire faction by attacking their members to the point where they will shoot you on sight, bounty or no. Check your reputation with local factions in the right hand panel.
 
I will have to check out my reputation, but they are not red to begin with. These ships are definitely joining into the fighting after I blow up a wanted ship. Would members of a faction protect a member even if he was wanted and not part of their wing?
 
On a similar note, is the reason why sometimes an outpost in an anarchy system will not let me dock because I happened to collect too many bounties of a certain faction? If not, what other reasons? Some times I can dock, other times it's denied. Not sure why. I wish they would give a reason when denying docking.
 
If there are NPCs docked at the outpost when its full, it'll boot one off a pad when you make your request. Wait about ten seconds and at pad should have cleared up. If the outpost is surrounded by players either switch to solo mode, or get comfy 'cause it's gonna be a long wait.
 
Oh ok. I was taking it personally, like they just did not want me there. Makes sense it could be full. I think I thought of that once, but thought it looked like there were pads available. I guess if the ship is down inside, you would not see the pad as used and can't tell by looking at it.
