Following on from here so they have increased the payouts for exploration and BH etc. but this also increases the amount of money needed to level up through the ranks, so essentially its a status quo as far as I can see, maybe i am reading this the wrong way.. You can make money faster but progress is actially slower?
Confused is this a Nerf or a buff..

It is status quo in a way, but in a way it has made earning that money easier for more people. If you get more money, you can buy better gear, and hunt bigger fish. For combat this means going after clippers and anacondas, while for explorers it means getting that Asp and the advanced scanner, with the detailed surface scanner faster, which will increase the rate at which you can earn.
I'm not sure I'm bothered about levelling up speed. More money = more carefree fun. No?
For sure.
More monies coming in from non-trade sources, less monies going out on R&R and such, moar fun for longer times. You can still totally lose your shirt playing poorly but playing well or playing hard now will not also lose you your shirt. Combat pilots especially can now afford to get really stuck in without bugging out at the first ring-drop purely for financial reasons.
