You have many options.
1) Wing up and hunt them down for some sweet revenge. But they'll probably combat log, because you shot back. So it's not worth the effort.
2) Block them. It usually works. Although, if you've already tried 1), they'll probably have blocked you already.
3) Switch to Mobius or another populated PvE group for the exact same experience, just without the murderhobos.

I think a couple of people are, but most just come to the forums to whine.
I get it, they're scum, but I gave up trying long ago, and just stay away from open.
Legend would have it that many of them would magically vanish when set upon by a fighty ship. Then there are those who might enjoy a little bit of retribution.
But why would you turn up in an unarmed vessel, unless that's all that you had in the area at the time (and wanted to get the feel of "must do it now")? I just jumped into my Regular (TM) Python (includes guns, armour and shields), packed it full of economy class cabins and flew on over. Sure it took 20 jumps and I can only carry 96 passengers at a time but it's rescued more than two thousand refugees from those burning stations. That's a perfectly good build for surviving against most odds, plus I got a few million space bucks and the feel good factor for my trouble.

If you really want to get under their skin, best thing you can do is to join Mobius.
That really grinds their gears, to the point of 1000+ threads asking Pirvate Groups and Solo to be removed and/or changed to be a lesser worthwhile mode.

I did the hard slog over there coping with the crappy jump range on my vulture and shot up a few of 'em... Only actually killed two, the rest CLed on me.
ETA: Actually that's not quite true - ONE didn't fit in either category. He turned on me like a boss and gave me one HELL of a fight that lasted until we BOTH needed to retire and repair. No naming on the forums, but you know who you are if you're reading this and well done. GG.
