If your friend bought Planet Coaster on the Frontier Store, then the game may be added to a Steam account via linking under "My Key Purchases" in "My Account".
If your friend bought Planet Coaster on another website, then you can follow the instruction that your friend got with the game.
Just saying what i was told, i got it clarified that he won it in a giveaway where from he dosent remember as it was so long ago and since its in 1.3 it had to come from the frontier store as theres nowhere else it couldve come from funny enough it still acts as if its connected to steam as it has the steam workshop with featured creators on the main menu
That being said, Planet Coaster 1.3 and newer versions can only be installed using Steam, so it's a bit weird that he is able to play version 1.3 without it being connected to Steam.
If your friend is still not able to properly connect the game to Steam, then please let him open a support ticket at Frontier Support.
its definitely in 1.3, a lot of the coasters such as the zenith are missing and hotels are missing, also the dlc previews for some reason don't show up either as well but ill check

Planet Coaster version 1.3 is no longer supported. Planet Coaster version 1.0 and newer can only be installed if the game is already added to a Steam-account. The issue that your friend is experiencing cannot occur with any legal version of the game.
Your friend can open a support ticket at Frontier Support if he needs further assistance.
