Consequences?

My first ED session went well, spend 3 or 4 hours doing some missions, evading Interdictions and built up some CR70K (including selling my Freagle). Last mission I did I was just docking at a Fed Outpost (after numerable "Request Denied") and was jumped on by a Commander in a Eagle. Basically he blew me away when I was feet from the docking pad. Now I don't mind too much, I was in Open and wish to always play in Open but I thought that the area around docks was a "No-Fire" zone and that I was pretty safe there. What consequences would there be for the Commander that ambushed me? I did notice I had an outstanding fine - probably from 'loitering' in a dock, though I wasn't wanted or anything.
 
The No-Fire zone is like a no-smoking zone. It doesn't prevent anyone from lighting up, it just results in authority responses.

Now, at an outpost, the authority response is going to be rather lacking - at a regular space station it will result in the station opening fire as well as the patrols hunting you down.
 
Hmm OK, guess I should get better (faster) at docking then, and try and keep a good look out. I was kinda hoping he would have been blasted by the outpost's defences ;)
