Is this a bug or feature?
I claimed a system. Then i built facilities in that order:
But now i have T2= 2 and T3= -5 construction points. This change in the CPs occurred after I finished the asteroid base. It looks like the increase of cp costs is being calculated retroactively. Fdev quote: "Tier 2 and 3 port Construction Point costs increase as more are built in a system, this increase starts after the second port has begun construction". after i started the second port (orbis) the costs for the astroid base were increased to 5x T2. thats ok. but why it calculates retroactively after i finished the astroid base construction, when it says "this increase starts after the second port has begun construction"? the game acts as if I had not started the 2nd station (orbis).
my situation is now that i can't build in space or planetary slots anymore to get the third T2 cp to be able to get out of the minus with 3 T2 L settlements. there is a red error message in the construstion window "invalide placement - cannot place this facility at this location". i spend a lot of time in hauling. now the system is no longer expandable. this is more than frustrating.
is this intended? why is this not communicated then, that one have to finish the 2nd port befor finishing the 3rd, otherwise you can't build anything anymore.
Or do i miss or have oversee something?
1 month of grind and the system are worthless now.

- ocelius (T2=0, T3=0) build completed T3 Port
- scientific outpost (T2=1, T3=0)

- satellite (T2=1, T3=4)
