Construction points

I completed my initial star port and now I want to build a large Ocellus or Coriolis. I am told I need 6 tier 3 points to do this. Does this mean I need to build 3 large surface settlements to get the 6 points? If this is true that's a lot of hauling for surface settlements I don't really want to be able to build the large star port I do want.

Not strictly, since plenty of other things you can build give a single tier 3 point reward. However, the large settlements with giving you two tier 3 points might well be the quickest option.

Also, all the things that give tier 3 points are tier 2 constructions which require tier 2 points to start on them, which means you have to build a tier 1 thing (requires no points) to get a tier 2 point so you can build the tier 2 thing you need to build to obtain the tier 3 point(s) that will (eventually) allow you to embark on a tier 3 construction.

After you have two tier 3 ports built or in progress, building another (as we understand currently) will cost 12 (twelve) tier 3 points.

Clearly we're not meant to build a few large starports on a weekend or two, then go off looking for something else to do!
