Contact for bounties

From the patch notes:
"Added a factor contact for universal fines, bonds and bounties handling - found in low security systems"

I read that as I could go to a low security system I'd be able to cash my bounties at stations in low security systems. I've just tried that, and I can't. Does anybody know what that feature is?

I did once, but only for a few of my fines, no info about wich faction they can pay. Maybe they must be in some distance range?

Go to contacts at low sec system station and look for shadow broker. They aren't at all of them however

I was able to access that feature in the very first Low Sec system I found with a station. Under 'Contacts' there is a Universal Faction' option (I am not there anymore, and I can't remember the actual name of the contact.).

You can pay any fines, or collect and Vouchers/Bonds with a cost of 15% for the convenience.

checked 4 low system in a row near the system I have fines.. all 4 have 2 station.. all station have only:

IF LEGAL FACILITIES
IF MERC FACILITIES

And none of them allow me to pay my fines..

I was in a large ship so finding a place to dock was tricky, and none of the ones I went to had that option. Oh if you could only dock with a SLF!
