Control a contested system in powerplay

in a contested sytem , i pass the contol score and the system remains in contested state. How i gain full control for my power? ( sorry for my english )

State changes only happen at the end of the week, so you need to have passed the control line (120,000 points) and be the highest-scoring power in the system on Thursday morning.

For now there's still time for the other power to try to overtake you.
