Controlling anarchy...interesting concept. with bits of powerplay in.

There's something that feels weird with controlled anarchy systems.
First of all, they're controlled...but don't apply the controlling power policy. There is for exemple an anarchy system controlled by Aisling Duval [/have a pamphlet good sir] who is openly selling slaves, and unregulatd ones at that. Dosn't feel very "controlled by Aisling Duval". I could see this working ok for exploited worlds, but controlled ? No. The point of PP is also to get systems to apply your power's policy, not just about getting shiny shields in 3 weeks.

Tbh getting shiny shields in 3 weeks sounds very good.
