I was helping a minor faction gaining influence and today its influence went right over 70% today. I thought then it should go into conflict with the controlling faction to gain control over the system, but nothing seems to be happening. Is it not happening yet, or I am doing it wrong?

Is either of the factions in a conflict (war, civil war, elections) in another system? They can only be in one conflict at a time.
One of the factions is in boom and no status for the other. Could that be what's keeping the conflict from happening? Not even a pending one?
Any pending or recovering conflict will also block other conflicts. "no status" is quite likely to be "conflict in another system" - check the local galnet.
