I know ive seen someone ask a similar question and maybe i was too dumb to understand the solution, but could anyone enlighten me on whether it is possible to set up control presets? Most of the time i use my joystick and keyboard, however sometimes i just use my mouse and keyboard. Switching back and forth ruins my key binds and becomes tedious to reset. Anyone have suggestions?

Set your controls for joystick/keyboard and save them. Go to %LOCALAPPDATA%\Frontier Developments\Elite Dangerous\Options\Bindings and copy Custom.binds as eg Joystick.binds then edit the file in a text editor and change the PresetName at the top of the file to eg Joystick.
Now edit your controls for mouse/keyboard and save them. This time copy Custom.binds to eg Mouse.binds and edit it so the PresetName is eg Mouse.
Both Joystick and Mouse will then be available to choose from the menu and if you make further changes they should be saved in their respective files; no more copying needed.
You should be able to do all this without quitting out of the game as long you edit a file when it is not active.
