Is there any way the Planetary Approach Suite slot can be changed into an empty slot one for additional fuel tank, cargo or passenger rack installation? If I am not landing on any moon nor planet, I could use an extra slot in the Optional Internal system when not using any flight assistant modules. I tried to install other modules after selling the Planetary Approach Suite module but the slot only accepts Planetary Approach Suite module.

Don't count on it...
It is a forced install in every ship, used to be optional... player base could not handle it...
To many people could not handle, the fact that they would have to go back to station to reinstal it, when they needed to land on planet, so it became a extra slot that is forced to the horizon pass landing, if you don't have horizons you don't get that displayed any more and the slot goes away...
there are old videos on youtube were Horizon pass landing addon had to be collected for every ship you fly... when you have lots and lots of ships and not just one or two I could see that being annoying...

Just wait a couple of weeks and FDev will add new slots to all ships. It's what they do
What if you dont have horizons? Can You Still Land On Planetary installations?
Nope
You can't land on any planet items because you don't have the planet approach system, that is only installed with the horizon pass.. your computer won't let you Crash. so over rides, trying a landing...
With out the installed system. the fly by wire ship would just crash burn and explode with out the fly by wire upgrade. so the current computer system will not let you try...
In fact there are a couple of orbital installation that are so close to the parent body that the PAS is required to dock at them. I recall a while back one CMDR selling his PAS and suddenly finding he could no longer leave the station due to it being to close to the planet. Not only that PAS weren't for sale at that station, so he was essentially stuck until FDEV bailed him out by moving him.
So there is a good reason for it being compulsory.
I think it was more that certain players (after landing on planets) then decided it was a good idea to remove it and sell it... This then caused issues with taking off from said planet...
So yup, we are never going to be able to swap that out again, history will simply repeat.
