You have to be within 1000ls of the beacon to see it on your nav panel. And not all outbreak systems have them. Just have to keep looking until you find a good one.
This is what is keeping them from you OP!!
Just fly out to every planetary body that is outside of 1000Ls from your entry point to the system. Usually in an outbreak/famine/etc state system there'll be couple at least, often three.
You can often find them around planets with rings, so check those first.
Also, pray to the RNG gods as your woes won't end when you find a Convoy Beacon POI, as most systems with two or more CB POIs will only have one of those POIs that is active and actually spawns ships.
Of course, when you find an active Convoy Beacon POI in system you can kill Type-9s and keep relogging (or leavnig and returning to the instance) to respawn them. But yeah, finding the active ones in systems is usually a PITA.

Nav beacons are at your entry point into system.
Convoy beacons I have never seen or heard of.

Convoy Beacons replace the "Seeking [x]" POIs, as the most reliable stellar system POIs which spawn Type-9s consistently. Thus a great way to farm Chemical Manipulators. They usually appear in systems in Outbreak, Famine or Bust states, and usually around ringed planets more than 1000Ls from the system drop-in point (hence, why most never encounter them unless you go looking).
