Seriously, this is dumb logic and needs to be resolved. If they are shooting him, and I decide to help, that should not punish me. In fact, when you are wanted, I would think you are not in a good place with any faction. This would also solve the problem of killing wanted pirates with a faction you want to improve.

Make up your mind. They are either wanted, or they are not wanted.

I'm with you. When i stay at a nav beacon for a while for some bounty hunting, all of the police is red on the radar and some try to kill me although my status is NOT wanted.

That is EXACTLY what I am doing, and 99% of the time I can't engage the only wanted person that spawned because of faction problems. Even if they are not the same faction as the cops, I might not want to hurt my Empire reputation, so I also have to think twice.
