Yeah. Been told "None" state is better than "Boom", because Boom spawns too many proto materials.

I did hit Sol in Boom the other day though, and there were plenty of CDC.

As for distance... it varies. I usually keep it 1500 ls and stay above the orbital plane, out of the shipping lanes. High Grade Emissions are what you're looking for.

Kill Pirates/wanted combat ships
Collect CDC, mainly from Asps or larger.

Tried looking in signal sources but I was getting a mixture of proprietery composites with a low ratio of CDC. Res hunting was quicker if you have a capable NPC killer vessel.
 
got some just yesterday. Sytem was federation aligned in boom with pop near a billion. Found approx 1000 ls out, above or below the primary star in relation to the orbital plane
 
I was looking for some a couple of days ago. Three hours of looking and I only found two High Grade Emissions (three CDC's in all). High Grade Emissions are probably the most annoying thing about engineering right now. There have been people reporting difficulty finding them after the release of 2.4, which seems to be an acknowledged bug. w3bbo says get them by bounty hunting, although I've never found them that way when looking. Worth a try though.

If you must look for HGE's, then I'd suggest a high pop Fed system in 'None' state.

tried that out for 2 hours yesterday, found nothing.. then went back to my home system that is federal alined and hightech, 3mins.

but hey, could just be RNG..
