Corrupt cops. That will need a small overaul about the way cops fine you. Usually they scan you or watch you doing something illegal and , whoops you got a fine on your head.
In he overaul a window can popup where one is being accused by the cop for doing illegal stuff and he tells you about the fine he will set on your head (a non blocking window). 3 Choises are then possible:
1. Agreeing on that
2. offering a request if the cop could be willing to overthink his desission in exchange for some goods.
Now it depends how your reputation is with the fraction the cop is in. As higher your reputation as more likley it is he will get into that offer.
If he agrees, he will state a price or goods to deliver for his silence that can be agreed or not.
If he does not he will rise the money on your head even more and in the worst case (if your reputation is really bad) he could even start shooting at you
3. telling: "just about my dead body!" and then the fight begins. The player now has a limited time to kill the cop (or cops) before they send the final transmission about the fine on your head. If the player kills all before they can send it, no fine will be added. On the other side if he fails..well you can imagine
